When an opportunity presents itself to ruthless businessman Tommy Callaghan to strengthen his establishment and bring back his glory days he sends two couriers to make a trade in the hope of forming an allegiance with a new Belgian force within the city. Desperate to weaken Callaghan to the point of no return are two of his former protégés who hatch a plan to intercept the trade and take a mysterious package for themselves.
